This Strategic Plan outlines the direction for the Parks & Recreation department across four primary goals. These goals include meeting the needs of the growing community, revitalizing and developing community spaces, enhancing community connections, and ensuring a sustainable Parks & Recreation system. The plan aims to guide efforts in areas such as park development, natural resource education, and departmental sustainability.

The committee discussed the status of Benefit Zone Overlays, recruitment strategies for new committee members, and the current volunteer newsletter. Members provided updates on maintenance conditions for various parks within their respective benefit zones, including improvements at BSP and the ongoing development of Beeman Park. A capital projects report was presented, highlighting the status of various park construction and revitalization efforts throughout the district. Additionally, the committee identified future discussion items such as pollinator gardens, district signage, and youth sports, while emphasizing the importance of keeping park amenity information current on the district website.

The board meeting agenda included awarding a multi-year agreement for weed mowing services and approving an updated investment policy and its reclassification as a Board Policy. Additionally, the board held a public hearing regarding resolutions for levying annual assessments and approving engineer reports for various assessment districts for the upcoming fiscal year. Staff reports were provided on the FEMA Staffing for Adequate Fire and Emergency Response (SAFER) grant application and the distribution of Board of Directors discretionary fund allocations.

The Board meeting included discussions on an agreement extension for website services with CivicPlus, the authorization of a joint contract with the City of Elk Grove and NBS Government Finance Group for financial analysis and asset cost allocation, a mid-biennial budget amendment for fiscal year 2026-2027, updates to publicly available pay scales, and the 2026-2031 Five-Year Capital Improvement Plan.

The agenda for the meeting primarily consisted of a closed session to discuss anticipated litigation regarding one potential case with legal counsel, pursuant to Government Code Section 54956.9(d)(2).
