It also outlines commercial construction trade fees for plumbing, mechanical, and electrical work, along with registration fees for crafts and third-party inspectors. Fines and penalties are established for commencing work without a permit and working without a Ruston registration.

The Ruston Re-Imagined Comprehensive Plan aims to guide the city's development over the next ten years. Key areas of focus include economic development (supporting existing businesses, attracting new ones, fostering entrepreneurship), transportation and infrastructure (improving roads, promoting multi-modal transportation, upgrading utilities), downtown revitalization (supporting residential development, creating a cultural district), efficient land use, and parks and recreation (improving existing parks, creating new ones, enhancing connectivity). The plan intends to preserve Ruston's history while promoting positive progress, creating a strong economy, a well-connected transportation network, a thriving downtown, efficient land use, and a high-quality park system. The plan will be updated every five years.
