The council authorized a master services and purchasing agreement with Axon Enterprises Inc. for the purchase of 134 TASER 10 models for the Police Department, costing approximately $640,458.00 over a five-year term. An amendment to the budget was approved to transfer funds from the American Rescue Plan Act Fund to the General Fund to cover the purchase. The acquisition aims to replace the Police Department's outdated Tasers, enhancing officer safety and operational readiness. The agreement includes device warranties, holsters, battery charging docks, unlimited duty cartridges, and training programs.

This document presents the St. Joseph Metro Active Transportation Plan, which serves as an Integrated Complete Streets Roadmap. The plan aims to create a comprehensive and integrated transportation network to ensure safe, convenient, and accessible travel for all users, including pedestrians, bicyclists, and public transportation riders. Key focus areas include implementing Complete Streets policies and designs, developing a robust non-motorized network, enhancing safety, integrating public transportation, addressing re-development, promoting Safe Routes to School, and recognizing the connection between the built environment and public health, including micromobility. The overarching vision is to foster healthy, active living, improve community safety, reduce environmental impact, and strengthen community identity.

The emergency operations plan establishes a framework for the City of St. Joseph, Missouri, to save lives, minimize injuries, protect property and the environment, preserve functioning civil government, and maintain economic activities essential to survival and recovery from natural and man-made disasters. It outlines responsibilities, operational time frames, and communication strategies, emphasizing coordination between various city departments, external agencies, and the public to ensure efficient and effective emergency response and recovery.

The agenda includes a public hearing on the request to form the Tuscany North Community Improvement District, and discussion and potential approval of multiple bills and resolutions. These cover topics such as amending ordinances related to Fairview Golf Course fees, parking prohibitions, software for pet adoptions, approval of a major subdivision plat, facility use agreements with Special Olympics Missouri, structural improvements, budget amendments for park projects, GIS data remediation services, and police department incentive pay. Resolutions address industrial development revenue bonds, municipal court and prosecutor office leases, purchase of body armor, housing rehabilitation contracts, and renewals of various insurance coverages for city employees. Additional items include the purchase of an asphalt paver, change orders for street resurfacing and city hall masonry projects, and the purchase of a new pickup truck for the park maintenance division. Finally, the council will discuss agreements for fireworks displays, communications site leases, acceptance of a grant for wastewater treatment facility upgrades, purchases of gas extraction monitors, landfill budget amendments, and master agreements for on-call construction services and sewer repairs.

The committee reviewed and discussed various topics including MoDOT Statewide System Performance Targets, Title VI Update, 2025 UPWP, and 2050 MTP. The committee decided to support MoDOT's statewide system performance targets. The Title VI plan was updated with new data including region population, elderly, those with disabilities, residents without vehicles, and race. The 2025 UPWP will cover just 6 months to align the MPO with the State FY. Adam Wood recommended updating the wording for 169 Hwy between 29 and Route F, changing it from 4 lane to 3 lane for that project.
