The meeting commenced with opening remarks acknowledging Black History Month and honoring the passing of Reverend Jesse L. Jackson, Senior, followed by the presentation of a short video segment titled "I Am Somebody." The primary agenda item discussed was Bill Number 36-0211, proposed by request of the Governor, which seeks to amend the Virgin Islands Code to permit small-scale distilleries and breweries in certain zoning districts, contingent upon public notice and approval from the Department of Planning and Natural Resources. The committee heard testimony regarding this bill from the sponsor Senator Milton Potter, the Commissioner of Planning and Natural Resources, a territorial planner, a representative from People Protecting Places, an attorney, and a CEO/Master Distiller from Gravesand Braxton Distillers.

The hearing primarily focused on the potential impact of Bill number 36 0211, which relates to the licensing of micro breweries and micro distilleries across the territory. Discussion included the current zoning regulations, noting that micro breweries are currently allowed as accessories to restaurants and not as a matter of right. A key point of discussion was the allowance of these facilities in residential/agricultural zones (R1/R2) as an extension of home-based businesses, contingent on meeting size requirements, such as having two or more acres. Environmental concerns were raised regarding water runoff, especially near Frederickstead, and the safe disposal of distillery byproducts like stillage, with assurances provided about existing environmental protection laws and waste management practices in place for current operators.

The Committee on Finance meeting focused on the Fiscal Year 2023 budget hearing for the Virgin Islands Taxi Cab Commission. The acting executive director presented an overview of the commission's functions, which include regulating the automobile for hire industry, improving operational efficiency, updating regulations, evaluating training programs, and enforcing rules. Key challenges discussed included the inability to process online applications, entirely manual business processes, end-of-life computer hardware, unreliable internet, and a shortage of enforcement officers. Goals included securing $400,000 in funding for technical solutions, creating a standard application format, revising the training program, establishing license oversight, and reestablishing operational hours on St. John. Accomplishments highlighted included engaging with constituents regarding the official tariff, which was subsequently increased by 50% following a board vote. The discussion also addressed historical vendor payments dating back to 2015 and recent notification regarding a $305,312 appropriation from the general fund.

The committee meeting focused on several areas. The Chairman commended Cruz and Stefan Wilson for their bravery in assisting a drowning man. Significant disappointment was expressed regarding the lack of cooperation from Vigil Operations LLC concerning updates on the Randall Doc James racetrack construction on St. Croix. A motion was passed to subpoena the General Manager and CFO of Vigil Operations LLC to appear in September 2024 to provide detailed testimony on finances, construction status, regulatory compliance, and economic impact. Testimony was then received from Lutheran Social Services regarding their 11 programs supporting vulnerable populations, including the Queen Louise Home for Children, Sister Emma Cottage for residents with severe disabilities, the Early Head Start program, and senior housing facilities. Testifiers from the Department of Human Services were also heard.
