The consent agenda involved the approval of budget amendments for the 2025-2026 fiscal year to realign expenditures, approval of donations for elementary schools and the Ricardo Estrada Middle School Band, recommendations to negotiate and award contracts for Combi Ovens and Tilt Skillets via RFP, approval of Change Order #01 for the CECA Parking Lot and Site Improvements Project, approval of final payment for the MVHS Site Improvements Project, approval of the Memorandum of Understanding with The University of Texas at Austin -- OnRamps for the 2025-2026 Academic Year, and the approval and adoption of the Final Proposed Library and Instructional Resource Acquisition List in compliance with Texas Senate Bill 13. During the closed session, updates on the Intruder Detection Audit and the Superintendent's Annual Evaluation were discussed, leading to the action in open session to approve the Superintendent's annual evaluation.

The meeting included an introduction of speakers and an overview of Clint ISD core values. Discussions covered the SHAC overview, team introduction, and a family survey. The Circle Up Experience presentation focused on regulating the brain and implementing circles in schools and departments. Cyber Awareness & Security was presented by a special agent with the FBI, covering topics such as apps children use, internet phishing, and protecting privacy. Child Nutrition Program updates included the search for a Menu Advisory Board, upcoming limited-time options, and marketing strategies.

The District Improvement Plan for Clint Independent School District outlines the organization's long-term direction and goals across five key pillars: student academic excellence, a safe and positive learning environment, efficient and fiscally responsible operations, attracting and retaining effective personnel, and robust community engagement. Key focus areas include implementing high-quality instructional materials and strategies, enhancing career and college readiness, supporting the academic growth of all student groups including Emergent Bilingual and Special Education students, ensuring school safety, and fostering strong partnerships with parents and the community. The plan aims to prepare all students to be successful citizens and maximize their personal potential.

The meeting included recognition of Clint ISD TEA Purple Star Designations Schools. The board reviewed the district's School Financial Integrity Rating System of Texas (Schools FIRST) results for the 2024-2025 cycle, achieving a rating of A -- Superior Achievement. Monthly investment, new hire, facilities and construction services, and enrollment reports were reviewed. Budget amendments were discussed and approved, including reallocations within the General Fund to support the purchase of new school buses. Updates to Policy EFB (Local) regarding Instructional Resources/Library Materials were approved. The 2026-2027 Academic Calendar and school waivers for professional development were approved. The board also approved requests from high school students seeking early graduation. A Memorandum of Understanding between ESC Region 19 Texas Strategic Staffing and Clint ISD was approved, along with the Texas Teacher Evaluation and Support System (T-TESS) Appraisers. The Targeted Improvement Plan for W. D. Surratt Elementary was approved. The board then moved to a closed session to discuss legal and personnel matters, including an intruder detection audit report, Eric Gardea's resignation, procedures for filling a board vacancy, and the Superintendent's performance goals and evaluation. Following the closed session, action was taken to approve the Intruder Detection Audit Report Findings, Eric Gardea's Resignation, the appointment of Jennifer Parker to fill the vacant District 3 Board Trustee Position, and the 2025-2026 Superintendent's Performance Goals.

The Public Hearing Meeting included a presentation on the 2024-2025 School Financial Integrity Rating System of Texas (Schools FIRST) rating. The district achieved a rating of A -- Superior Achievement, with a score of 98 out of 100. The community was advised that the 2024-2025 School FIRST Rating can be reviewed on the District website. There were no Public Hearing Comments on the 2024-2025 School FIRST Rating.
