This document initiates Saint-Polycarpe's strategic planning process to define a shared vision for the next five years. The plan addresses crucial development choices regarding infrastructure, citizen services, economic development, and quality of life. It is structured around five collective reflection areas, encompassing community life, services, infrastructure, regional roles, and sustainable development. Guided by principles of rigor, citizen participation, transparency, coherence, responsibility, and ambition, the plan aims to align with municipal capacities and foster the long-term potential of Saint-Polycarpe.
The council of the Municipalité de Saint-Polycarpe adopted a zoning regulation, Règlement numéro 113-2012, and is modifying it to change the width of accesses to a parking area. The modification involves replacing the existing stipulations regarding the number and width of accesses within the urbanization perimeter, setting maximum widths for habitation and other uses. Outside the urbanization perimeter, there is no width limitation, and the regulations of the ministère des Transports du Québec apply to streets under its jurisdiction.
The meeting covered a range of topics, including the adoption of minutes from previous meetings, modifications to the policy on travel, meal, representation, and cell phone expenses, and the adoption of a capitalization and amortization policy. The council ratified a signature for an agreement regarding accommodation in case of disaster with Résidence de la Seigneurie de Soulanges. Contracts were awarded and payments authorized for an annual audit of financial statements, webcasting council meetings, and a software suite for municipal management. Other key items included the nomination of a deputy mayor for 2026, designation of a substitute delegate for the MRC, appointments to various municipal committees, and financial assistance to local organizations and schools.
The council meeting covered various topics including expropriation procedures for properties on Sainte-Catherine Street, modifications to a contract with GESPRO Groupe-Conseil Inc. for engineering services, and the adoption of the calendar for ordinary council meetings in 2025. Additionally, there were discussions and decisions regarding human resources, such as the abolition and creation of positions, finances including budget allocations and approval of expenses, urban planning including minor exemptions and demolition authorizations, and support for community organizations such as the Fondation Hôpital Vaudreuil-Soulanges.
The council adopted regulations regarding the general property tax and municipal service rates for the 2021 tax year, and modifications to the parking regulation. They also authorized signatories for a purchase offer and sales agreement for lot 6 359 290. During the question period, discussions were held about the decrease in the residential tax rate to alleviate the burden on citizens due to COVID-19, and satisfaction was expressed with the 2021 budget and the freezing of tax accounts.
