The regular meeting included the introduction of the new Commissioner, Mike Lyden. The meeting proceeded with reports from the Oil & Gas Program Manager, including a financial update and a review of current oil and gas activity. Under the consent agenda, the minutes from the February 18, 2025, Regular Meeting were approved. The information agenda involved a presentation on pending rules (IDAPA 20.07.02) before the 2025 Legislature and an overview of Idaho's Western Snake River Plain Petroleum System and its hydrocarbon potential.

There was an update on IDAPA 20.07.02 rules before the 2025 legislature and a presentation on natural gas markets in the Pacific Northwest.

The commission also heard presentations on the State Oil and Gas Regulatory Exchange- Idaho Peer Assessment Report, a 2017 Legislative Update, and a Memorandum of Understanding with the Idaho Tax Commission. An executive session was held to discuss legal ramifications and options for pending litigation.

The commission discussed the expiration of the State #1-16 oil and gas permit and whether the department received well logs for plugged and abandoned wells. There were presentations on a tax study, a trade secrets protocol, and a production study update.

The meeting included the election of an Interim Chairman and Vice Chairman. The Commission decided to meet quarterly for the remainder of 2019. They convened in Executive Session to discuss legal ramifications and options for pending litigation. Public comment was taken on Docket No. CC-2016-OGR-01-004. The commission voted to vacate the March 7 Final Order, vacate the July 16 Administrator Order, rescind any leases made as a result of the orders, and to direct the Administrator to make a ruling on the Piotrowski motion. The Commission decided to proceed with the Administrator order process to comply with the judge's order. The Commission accepted the settlement agreement and consent order as well as the penalties amount of $8,000 regarding Docket No. CC-2019-OGR-01-001; ML Investments #1-11. The Idaho Department of Lands advised the Commission to move forward with the S.T.R.O.N.G.E.R review process.
