Developed from client feedback, these values underscore the company's commitment to high ethical standards, client-centric practices, and achieving positive environmental outcomes through its environmental planning work. LSA periodically reaffirms these values through vision-setting exercises, aiming to foster internal collaboration, attract dedicated professionals, and contribute positively to both communities and the profession.

The proposed budget for the City of Elsa covers multiple funds and departments. It includes revenues and expenditures for the General Fund, as well as special funds like Asset Forfeiture, Police Trust Fund, Library Fund, Fire Fee Fund, and others. Key discussion topics involve intergovernmental revenue, tax revenues, charges and fees, franchise fees, police fees, permits, fines and forfeitures, and other sources of revenue. Expenses include administration, city council, city hall, emergency management, fire department, finance, library, municipal court, and parks & recreation.

The special meeting agenda includes the 2024 Annual Crime Report presentation by Chief McGinnis and a presentation on the Stormwater-Texas Commission on Environmental Quality Comprehensive Inspection. Action will be taken on Ordinance No. 2025-02, establishing requirements for City Events and setting fees (first reading), and an Interlocal Cooperation Agreement with Hidalgo County for the Hidalgo County Library System. Public comments will be heard.

The City of Elsa will hold a regular meeting and a workshop to consider and take action on agenda items. The meeting will include a public comment period, a presentation on the City of Elsa Parks & Recreation 2024 TAAF Track & Field Recognition, and discussion and possible action on approving minutes from the July 16, 2024 regular meeting. Other agenda items include approving the certification for the 2024 anticipated collection rate and excess 2023 debt tax collections, and discussing and taking possible action on the proposed 2024 tax rate, setting a date and time for a public hearing.

The meeting agenda includes the approval of minutes from previous meetings, and the consideration of three ordinances: one implementing penalties for animal cruelty or neglect, another establishing mandatory educational programs for first-time pet owners, and a third implementing a limit on the number of pets per household.
