The board received a presentation from the Educational Services Department and heard updates from staff regarding summer projects and the ELOP buildings. The board approved a certificated employment under a provisional internship permit, adopted schools for the 2025-2026 school year, and recognized the Imperial County Air Pollution Control District with an award. Various agreements were approved for special education services and memorandums of understanding with the Imperial County of Education, University of Massachusetts Global, and California State University Eastbay. Additionally, the board approved changes to classified positions, personnel reports, credit card user changes, a new credit card provider, membership renewals with the California School Board Association, and the purchase of i-Ready curriculum. Several financial reports, investment reports, and a first reading of various board policies were presented.

The board considered the administrative recommendation to approve the payment of commercial and payroll warrants for the district. The total amount authorized for payment covering December 2023 commercial and payroll warrants was $3,073,818.13.

The board meeting included several key presentations, such as an overview of programs at Wilson Junior High School, recognition of teacher and student attendance, and a presentation on the district's music program. A public hearing was held regarding the 2022-2023 and 2023-2024 Transportation Plan, which was subsequently approved along with the 2023-2024 and 2024-2025 Transportation Plan. The board conducted a closed session regarding personnel discipline, legal claims, labor negotiations, and student discipline, subsequently taking action to approve the release of a probationary employee and a stipulated expulsion agreement. Public comments were received concerning student safety in cheerleading, school facilities, and teacher workload. Presentations included teacher and school attendance awards and a review of Harding Elementary School programs. The board authorized a bid award for the Harding Elementary School restroom modernization and approved the submission of a grant agreement for new classroom construction at the same site. Additionally, the board approved an annual audit report, set the date for the annual organizational meeting, terminated certain facility leases, contracted for behavioral support services, updated personnel records and job descriptions, authorized travel, and reviewed a financial activity report alongside several board policies and administrative regulations.

The Board addressed closed session personnel and labor negotiation matters before taking action on employee discipline and reassignment in open session. Key financial items included the approval of the 2022-23 Unaudited Actuals, the 2023-24 Budget Revision, the GANN Appropriation Resolution, and the Annual and Five-Year Reportable Fees Report. Consent agenda approvals covered board member stipend increases, the recognition of Hispanic Heritage Month, several memoranda of understanding for professional development and teacher induction, contracts for educational support services, out-of-state travel, and the appointment of new members to the Citizen's Bond Oversight Committee for local bond measures.
