This document outlines the City of Clovis's vision, mission, and core values to serve as a blueprint for its future development. The plan focuses on several key areas including ensuring Clovis remains the Safest City in the Valley, promoting Sustainable and smart growth, fostering Strong community engagement, maintaining Core community infrastructure, building Collaborations and partnerships, establishing a Diversified economic model, becoming an Employer of choice, leveraging Technological advancements, Preserving old traditions while welcoming new ones, and aspiring to be the Healthiest community in the Valley. The overarching aim is to create a thriving, cherished community, recognized for its unity, safety, civility, prosperity, innovation, and sustainable living, setting a standard for excellence in local governance.

The meeting commenced with a call to order, flag salute, and roll call. Public comments included a reminder about community compassion during the holiday season and remarks concerning the 250th anniversary of the country's founding events. Key agenda items included the approval of the consent calendar (items 1, 2, and 3). The council approved the cancellation of the subsequent meeting scheduled for December 8th. A workshop report was delivered by the Youth Commission co-chairs, detailing activities such as a city tour, education on Measure Y, participation in a youth leadership summit, and updates on initiatives concerning ebike safety, substance abuse, and mental health, including the kickoff of the "Threads of Joy" clothing drive. The City Manager provided updates regarding potential local regulation of concentrated kratom due to health risks and announced upcoming events like the Christmas tree lighting and parade.

The meeting included discussions on road safety, particularly concerning Fowler Avenue, and the city's response to traffic-related incidents. There was also a presentation and discussion regarding the adoption of the deputy director of police support services. Additionally, the council discussed waiving formal bidding requirements to enter into an agreement with Parag Green Technologies, which raised concerns about potential mass surveillance and data misuse.

The meeting included discussions on signage along the Oldtown Trails and the speed limit for e-bikes. The council also considered approving a resolution amending the city's master administrative fee schedule to include the annual tobacco retailers license fee. Discussions covered the background and processing fee, cost recovery, and the annual tobacco retailer licensing fee of $1,000 annually.

Public comments addressed concerns about honoring Andrew Ruth and other historical figures, while the consent calendar included multiple items, including revisions and renaming of positions. The public hearing focused on adopting a class one categorical exemption for the Big Dry Creek Trail project, with discussions on trail design, funding sources, and community impact.
