The Board of Directors unanimously adopted a change to the District's water service impact fee. The new assessed Impact Fee is $12,657 per service unit, with a phased payment schedule. The Board followed the Chapter 395, Local Government Code, process to adopt the Impact Fee, including engaging a rate consultant and professional engineering firm, appointing a capital improvements advisory committee, and holding two public hearings. The Board was informed regarding recent increases in equipment and labor costs, the high cost of new sources of water, and the nature and amount of water service impact fees of nearby water systems.

This Water Conservation Plan for Goforth Special Utility District aims to ensure efficient operation and reduce the need for new water sources by promoting responsible water use. Key objectives include maximizing beneficial use of water, achieving efficiency in production and distribution, promoting customer conservation, providing affordable quality water, reducing peak demands, and preventing water losses through aggressive inspection and maintenance. The plan outlines specific five-year and ten-year goals for reducing total and residential per capita water use and water loss, supported by measures such as meter calibration, replacement programs, water audits, customer education, leak detection, and the adoption of water-conserving plumbing codes.
