This document is a 10-Year Report on the Whitehorse Sustainability Plan (2015-2050). The plan, initially framed by stewardship, fairness, and thoughtful planning, has shifted its focus to implementation with measurable results, data integration, and climate-risk management. The report reviews progress and ongoing challenges across twelve strategic goals, including fostering strong downtowns and livable neighborhoods, efficient transportation, a healthy environment, green buildings and infrastructure, energy and GHG reduction, dynamic culture, social equity, connected communities, safety, a diverse local economy, zero waste, and resilient food systems. It outlines future priorities focused on action, accountability, and resilience.

The council discussed various municipal matters, including the presentation of 2025 audited financial statements, procurement updates, and a budget amendment for the Millennium Trail realignment. Multiple bylaws were addressed, including community service grants, an encroachment agreement for 301 Lambert Street, and street naming for phases 10 and 11 of Whistle Bend. Additionally, the council reviewed the rescheduling of an upcoming meeting and received reports from various standing committees covering topics such as trail erosion, community grants, cycling safety, and climate action initiatives.

This long-range Trail Plan aims to develop a shared vision for the City of Whitehorse's trail network, benefiting users and the community. Its vision is to establish a diverse, sustainable, and accessible trail network as a primary community asset, contributing to a livable, attractive, and resilient northern community. Key strategic directions include collaborating with First Nations, maintaining priority trail services, strengthening partnerships, developing interpretive experiences, and prioritizing investments for inclusion and access. The plan also focuses on themes such as trail classification, signage, education, making connections, policies, management, and stewardship.

The committees discussed various agenda items including the Festival and Special Event Grant Policy amendment, the 2026 Municipal Charges and Community Service Grants authorization, a change in the Association of Yukon Communities appointment, and a public hearing report regarding a zoning amendment for Whistle Bend Phases 10 and 11 and 198 Rampart Avenue. Additionally, an encroachment agreement for 301 Lambert Street was considered, along with proclamations for World Environment Day.

The Council meeting involved several legislative and administrative actions, including proclamations for the Motorcycle Ride for Dad and various community awareness months. The agenda addressed the Festival and Special Event Grant Policy, municipal charges and community service grants, and changes to Association of Yukon Communities representation. Furthermore, the Council reviewed public hearing reports concerning zoning amendments in Whistle Bend, encroachment agreements, and proposed street naming. The meeting also included motions and readings for bylaws related to animal control, maintenance standards, and adjustments to fee schedules in alignment with the updated Zoning Bylaw.
