Key priorities include protecting natural resources such as water quality and quantity, conserving wildlife and fish habitats, ensuring sustainable community services, maintaining and improving transportation infrastructure, planning for emergency evacuation, and prohibiting development in geologically unstable areas. The plan envisions the West End Community as a predominantly rural environment with abundant natural spaces, peace, clean air and water, and thriving wildlife, offering refuge from urban areas. The plan projects population growth and land use capacity through the year 2025.

The Board of Commissioners convened for multiple sessions across January and February 2009, including staff meetings, regular meetings, and executive sessions discussing litigation and personnel matters.
