The Public Hearing was convened to review changes to Ordinance 15.4 -- Flood Plain for City of Cromwell, MN.

The council held a public hearing to review and consider a Conditional Use Permit for the construction of a medical facility. Subsequently, they approved the Conditional Use Permit. The council also approved the Widseth Multi-Purpose Trail Phase I & II Environmental Site Assessment (ESA) and the Widseth Proposal for Professional Land Survey Services for the Highway 73 Trail Project.

The City Council meeting addressed various topics including a livestock permit for chickens, an updated version of Subdivision Resolution #21.5.16-2, and the Riverview Meadows agreement concerning highway access, sewer, and water connections. The council discussed Phase II of USDA Loan/Grant utility work, the DNR Outdoor Recreation Grant contract, and the 2020 financial audit. Additional discussions covered council correspondence, local government aid, the 2021 Clerks Academy, Lundin's Building, the upcoming newsletter, Cromwell Corn Patch, Harvest Fest, National Night Out, sewer extension updates, fire extinguisher switch, ponds update, DNR Drought Restrictions, Municipal Liquor Store management, Fire District updates, the Highway 210 Project, bids for North Alley and Liquor Store Parking Lot, a Loan Resolution for USDA, and several building permits.

The council discussed a sub-division request, water extension, and website assistance. They reviewed financial reports, a class action settlement for wastewater treatment overpayment, and correspondence from Carlton County Zoning and Environmental Services. Updates were provided on bringing a DMV to Cromwell, inquiries to purchase beach property, right-of-way acquisition for the Hwy 210 Project, a medical clinic flooding problem, a request for a vaccine clinic, a speed reduction on Hwy 73, the bridge/culvert replacement splitting Island Lake, and training for newly elected officials. Approvals were made for a cell phone reimbursement for the Mayor, annual Pavilion contracts, various appointments, a fee schedule with changes, council meeting dates for 2021, the 2021 City of Cromwell budget, water and sewer rate increases, upgrading the current printer, hiring WiDSETH for engineering services for a lit walking path, a 5-year auditor contract, starting wage for non-full time employees, and continuing to pay for time off for COVID-19 related reasons.

The City Council meeting addressed concerns about sewer rate increases and approved the consent agenda, including the February 17, 2021 minutes and the Pavilion Calendar. The council approved the financial report, excluding the March Cash Control Statement. Updates were provided on American Rescue Plan Funding and the Maintenance Superintendent's report, which included flushing water lines and ordering sand for alleys. The Cromwell Municipal Liquor Store Manager reported on a new hire and capacity limitations. Resolutions were approved for utilizing Tax Increment Financing for a multi-use trail and Pavilion Park improvements, as well as selling specific parcels. The council also approved adding city officials to the Fire Dept. Ambulance Fund Savings Account, transferring funds to the Cromwell/Wright Fire/Ambulance Department fiscal agent, and building permits for Villa Vista/Cardinal Court and Cromwell Self-Serve. Acknowledgement was given to Cromwell Medical Clinic and Lance Line/Cromwell Self-Serve.
