Follow-up on district structure and support mechanisms was also discussed.

The primary focus of the meeting for the District English Learner Advisory Committee (DELAC) was the development of a district master plan for educational programs and services for English learners, which will consider school site master plans. Other key discussion points included conducting a district-wide needs assessment on a school-by-school basis, establishing district program goals and objectives for English learner services, developing a compliance plan for teacher and aide requirements, and reviewing and commenting on school district reclassification procedures and written notifications sent to parents/guardians. If acting as the English learner parent advisory committee, the DELAC will also review and comment on the Local Control and Accountability Plan (LCAP) development or annual update.
