The Board conducted a public hearing on proposed rule amendments related to groundwater permits, future condition enforcement, and legislative changes. Following the hearing, the Board approved amendments to District rules. During the regular session, the Board reviewed and authorized payments, approved financial reports, and amended budgeted expenditures for both the 2015 and 2016 budgets. The 2015 annual audit was presented and adopted. The Board also reviewed the status of certain well permits and survey-related jurisdictional matters, ultimately deciding to take no action and to return application funds. The General Manager provided updates on the drought monitor, monitoring wells, and the management plan.

The board conducted a permit hearing and a regular meeting. Key discussion topics included the consideration of operating permit amendment applications to change beneficial use to agricultural for three wells, a financial report presentation detailing liquid assets, total expenses, and budget expenditures, and a presentation regarding a socioeconomic impact study commissioned for use in establishing desired future conditions within the district and GMA 12.

The BVGCD Management Plan Objectives outline comprehensive strategies for effective groundwater resource management. Key areas of focus include the permitting and regulation of wells and groundwater production, and the assessment of available groundwater through diligent monitoring. The plan also emphasizes encouraging conservation through water use fees, reviewing district rules to minimize waste, and educating the public and schools on water-saving practices. Additionally, it details efforts to encourage surface water use, monitor natural spring flows, implement and manage drought contingency plans, and establish robust systems for evaluating groundwater supplies and quality. The objectives further extend to assisting in securing grant funds for water conservation initiatives and ensuring compliance with established conservation plans.

The meeting included a public rules hearing regarding proposed amendments to District rules concerning aquifer storage and recovery, exempt wells, and permit applications. The Board authorized payments and reviewed financial reports for the month of October. They approved the adoption of the 2019 District budget, authorized 2017 agricultural irrigation usage data for the Texas Water Development Board, and approved amended language for the Affidavit of Legal Right to Produce Groundwater. Additionally, the Board received a presentation on 2021 desired future conditions for aquifers and selected a methodology for the planning process. The General Manager provided a report on drought monitoring, permitted wells, and general district activities.

The Board conducted a public permit hearing and regular meeting to address several key agenda items. Decisions were made to approve permit amendment applications for William T. Martin and Andy Dang, as well as a new operating permit for Midwest Poultry Services LP. The board approved the monthly financial report and formally re-adopted the District Water Conservation Plan.
