The Health Code Advisory Board meeting will include presentations and discussions on the City Emergency Management Notification System, a Responsible Pet Ordinance, and a Mobile Food Unit Ordinance. The board will also consider approval of minutes from a previous meeting.

The council held a special session to discuss the search for a new city attorney. Discussion included the job description, advertising methods (city website, Indeed, local bar association, Texas City Attorneys Association), application review timeline (two weeks initially, with potential extension), and salary range. The council decided to post the position on the city website, Indeed, and the Texas City Attorneys Association, with a first review of applications scheduled for July 18th.

The council discussed and took action on the city of Nakodo's drainage project, specifically evaluating bids for the project. The lowest bid was from Lakey, but due to errors in their bid calculations, the council considered the second lowest bid from Crockett Construction. After discussion of the bids and the potential consequences of rejecting all bids and rebidding, the council voted to accept Crockett Construction's bid for the project.

The council meeting started with prayer and the Pledge of Allegiance. Open forum comments included a citizen donation of items for city departments and a discussion regarding a public display of a flag with offensive language. The meeting included a public hearing and citizen input on the proposed tax rate for fiscal years 2024 and 2025. The council approved the consent agenda, the fiscal year 2024-2025 budget, and a tax rate of 0.52877 per 100 valuation. The council also approved indefinite quantity contracts for chemicals used in water and wastewater treatment. Finally, the council received the annual report from the Boys and Girls Club.

The council meeting included a presentation on the annual model train display at the historic depot. The council discussed and authorized the city manager to negotiate an agreement with Brown Reynolds Watford Architects for the design and construction of three new fire stations. A contract with Purdue Brandon Felder Collins & M for the collection of delinquent municipal liens was also considered and approved. The process for collecting delinquent liens, including expedited sales of vacant and abandoned properties, was explained in detail.
