The City Council approved and adopted the Memorandum of Understanding (MOU) between the City and the Imperial Police Officers Association (IPOA) for Fiscal Years 2023-2024, 2024-2025, and 2025-2026, as detailed in Exhibit 'A'.

The council convened for a closed session to discuss anticipated litigation and real property negotiations. During the open session, the council welcomed new employees to various city departments and recognized April as Autism Awareness Month and Donate Life Month. They approved the consent agenda with amendments, including specific warrants. Action items included approving a resolution for a Cal Recycle payment program, authorizing the purchase of a Haulotte articulating lift for the Parks & Recreation Department, adopting a vehicle use policy, and submitting a letter of interest to Schneider Electric for an energy sustainability business case study. Department reports covered updates from the Police Chief, Parks Director, and Public Services Director. The City Manager reported on training attended, and councilmembers shared updates on various community events and meetings with legislators.

The Imperial City Council discussed and approved an abatement cleanup for the property located at 407 W. Barioni to mitigate hazards and ensure community safety. This action includes authorizing staff to file a lien on the property to collect abatement costs from the owner, following numerous attempts to notify the owner of the nuisance and non-compliance issues, such as overgrown vegetation and trash accumulation. The council determined that the property poses a risk to public health and safety and authorized the Director of Community Services and the City Manager to proceed with the abatement, with costs not to exceed $8,790.00.

The council convened to discuss various items including the continuation of an emergency at Hwy 86 and Aten Road, approval of claims and warrants, and a material change to water and wastewater treatment operator classifications. They also discussed park impact fee reimbursement for Russell Subdivision, equipment purchase for the Public Services Department, compensation for the City Clerk, committee appointments for 2023, and changes to water treatment operator classifications. Additionally, there was a report about a tree planning event at Sunset Park.

The agenda item includes the approval of Resolution Number 2024-61, which approves the Fiscal Year 2022-2023 Development Impact Fee Funding Report. The report provides the status and tracking of development impact fees collected as part of the development of projects within the City of Imperial, including a description of the fee, the amount of the fee, the beginning and ending balance of each facility fund, the amount of fees collected, the interest earned, the amount of the fee expended, a description of improvements completed, an approximate date upon which future improvement will commence, and a description of inter-fund transfers. The City Council is also required to make certain findings every year with respect to the unexpended fund balance of certain development fee funds pursuant to California Government Code Section 66001.
