The commission addressed virtual meeting procedures and agenda changes, including modifications to LCP amendments for the City of Fort Bragg and Santa Cruz County, and the removal of the enforcement report. Public comment topics included municipal finance, equity in recreational mooring lease rates, the potential modernization of the Oceano Airport into a vertiport, environmental concerns regarding building on sensitive coastal land, and the regulation of whole-home short-term rentals. Additionally, the meeting featured discussions on the scale and intensity of a proposed regional concert venue and the importance of coastal access for families.

The committee discussed and recommended the approval of the East Campus Student Housing project at the Santa Barbara campus. This includes the project budget, scope, external financing, an amendment to the Long Range Development Plan, and design specifications. The project involves new residential construction, dining facility renovations, and improvements to pedestrian, bicycle, vehicular, and parking infrastructure, in accordance with the California Environmental Quality Act.

The State Coastal Conservancy board meeting involved the approval of numerous grants for restoration, land acquisition, and planning projects across the North Coast, San Francisco Bay Area, Central Coast, and South Coast regions. Key projects included forest health and wildlife habitat restoration, the acquisition of land for open space preservation, coastal access planning, trail developments, and wildfire resilience initiatives. Additionally, the board considered the adoption of the 2026 Rulemaking Calendar for Pedro Point Headlands and approved technical assistance for statewide wildfire resilience project development.

This report provides a framework to advance equitable nature-based coastal adaptation and shoreline management in California. It presents nine evidence-based policy recommendations and seven priority research needs. The document focuses on improving social equity in coastal management, funding decisions, and research, particularly for frontline communities and California Native American tribes, by addressing historic inequities and aligning with the State's equity, biodiversity, and coastal resilience goals.
