This document outlines the Comprehensive City Plan adopted in 2024. It encompasses key areas such as a community snapshot, land use and development, transportation and mobility, neighborhoods, housing and character, economic resilience, utility infrastructure, downtown development, and parks, recreation, open space, and trails. The plan also details its implementation strategies.

The City Council meeting included several proclamations honoring high school athletic achievements and the local homecoming association. Key agenda items involved canvassing election results for charter amendments, re-establishing the Library Advisory Board, and discussing water quality reports. The council reviewed appointments for city board liaisons and approved a Memorandum of Understanding and Settlement Agreement with the Rockdale Fair Association regarding property usage and management. Additionally, the council evaluated proposals for a Water and Sewer Master Plan and held public hearings regarding zoning reclassification requests for multi-plex developments and manufactured home parks.

The Council meeting involved presentations from the Rockdale Depot Museum and the Rockdale Community Market regarding local events. The Council acted on several ordinances, including a water and sewer rate fee schedule amendment, the cancellation of a portion of the general election for an unopposed candidate, the dissolution of the library advisory board, and a tax exemption for a childcare facility. Additionally, the Council addressed a variance request for a property setback, a lease agreement for city property, a contract for runway repairs, a groundwater conservation district grant, and a swimming pool service contract. A public hearing was conducted regarding mobile food vendor regulations.

The commission addressed several key topics including a request for rezoning property to allow for a mobile home park, the transition of fire marshal services to the county, and a legislative update regarding mobile food vendor ordinances. A newly seated commissioner was sworn in, and the commission discussed specific standards and requirements for potential mobile home park developments to ensure neighborhood quality. Additionally, information regarding the placement of tiny homes versus manufactured homes was clarified.

The City Council conducted a canvassing of votes for the general and special elections. Key agenda items included the swearing-in of newly elected officials, the appointment of a Mayor Pro Tem, and the approval of resolutions regarding election results and charter amendments. The council also recognized students from the Temple College Bioscience Institute and issued a proclamation for Motorcycle Safety Awareness Month. Additionally, the meeting included public communications regarding maintenance of the IWF cemetery and drainage and flooding issues on private property.
