The Council meeting included discussions and decisions on several key areas. A delegation discussed the outstanding deficiency list for Stage 7 of the Westview Subdivision. Strategic planning was discussed with representatives from Highways and Infrastructure. Council agreed on the location of an access/egress, installation of a temporary gate, and collaboration with emergency responders for a permanent gate, while also working towards a Memorandum of Understanding to mitigate traffic impacts. Other topics included a highways update, installation of a ped placement, traffic calming measures, temporary operation without a public washroom, and applications for scope change and design contract for the Sewage Outfall Main. Additionally, there were discussions on reducing the weight limit on the Westview grid road and the feasibility of a new barrier fence.

The council meeting addressed salary schedules and incentives, specifically focusing on inserting a clause regarding employee eligibility for salary incentive increments upon completion of the probationary period. Adjustments were made to the Maintenance/Recreation Salary Schedule, and individual salaries were set for various personnel, including the Foreman, Maintenance staff, Recreation Facility Manager, and Recreation staff. Additionally, the meeting included discussions and approvals for a 2.5% salary increase for office personnel for the year 2013, along with the specification of new annual salaries for the Administrator, Town Superintendent, Assistant Administrator, and Office Assistant.

The bylaw outlines the rates for water and sewer services, including connection fees, consumption charges, and infrastructure fees for residential, commercial, and community services, both within and outside the town. It also covers bulk water rates, wastewater hauler fees, disconnection policies, penalties for arrears, and meter reading procedures. Additionally, it specifies rates for various services such as hotels, commercial showers, laundries, car washes, restaurants, and schools.

The Council meeting included discussions on budgeting for a Curling Rink structural investigation, sending personnel to the SPRA Spring Education and Training Symposium, and updates on the water project and lagoon road. A public hearing was held regarding the Stage 9 Westview Subdivision, addressing residents' concerns about the relocation of a park. The council also discussed interim recycling receptacles, recycling bins for the hall, arena, and businesses, and ratified actions taken by the Administrator to transfer funds to and from reserves for 2012. Additionally, the council addressed a discretionary use application for a greenhouse for medicinal marijuana, a request for a grant from the Swimming Pool Board, and a sewer line blockage reimbursement. Proposed speed changes on Highway #364 were also discussed, and the council considered the need for a new fire truck.

The council discussed various topics including the Town Superintendent's report, which covered summer student wages, pump and pivot tenders, waste water hauling agreements, Gibson Road updates, access easements, and potential town uses for Hwy #364 property. They also discussed assessment changes, direct sellers, Westview Stage 9 comments and Stage 7 response. The council ratified the decision to revoke Vivint Smart Home Security Systems' license indefinitely and authorized the scanning and digital storage of old Tax Rolls and Utility Rolls. Additionally, they discussed correspondence, untidy letters, surveyor's certificate, Municipal Reserve, Westview park and appointments to the Balgonie Branch Library Board.
