Governor Kathy Hochul's 'EXPRESS NY' initiative has unveiled its first phase of regulatory reforms aimed at eliminating unnecessary government complexities. These reforms encompass 22 actions across five agencies, expected to save New Yorkers millions in fees and over a million hours annually, benefiting more than 5 million residents. The initiatives, informed by public feedback, focus on four key areas: saving time, saving money, increasing access to services, and repealing obsolete regulations and policies, with further actions planned for later this year.

The meeting conducted a bid opening for two separate contracts. The first contract, for the installation of pavement markings at various locations in the New York division, received three bids, with Safety Marking LLC identified as the apparent low bidder at $868,574.11. The second contract, regarding the Port Byron Service Area, received one paper bid from Bellamy Construction, which was established as the apparent low bidder at $770,000.00.

The meeting conducted construction contract lettings for the Buffalo and Syracuse divisions. The Buffalo Division received no bids and will be readvertised. For the Syracuse Division, three electronic bids were reviewed for the mill and inlay project on I90 (contract number D215076). The apparent low bidder was identified as Rifenberg Construction with a bid of $29,879,115.

The bid letting meeting focused on the review of four electronic bids for a bridge painting contract. The bids were received from Amstar of Western New York, Eerie Painting, Atlas Painting, and Rover Contracting Inc. Following the review of all submitted proposals, Amstar of Western New York was identified as the apparent low bidder with a bid of $1,725,000.
