This document provides a Comprehensive Plan Analysis for the Thomas/Meyer 2026 Annexation, conducted by the City of Rathdrum. The objective is to determine how the proposed annexation aligns with the city's established strategic objectives for orderly development and community well-being.

The meeting began with the pledge of allegiance and a roll call, noting this was the Planning and Zoning meeting of November 19th. A key discussion involved amending the agenda to change an item from 'Public Hearings' to 'New Business' concerning a final long plat, which was approved by roll call vote. Discussions then focused on the final plat for the TRIX subdivision (formerly part of Brookshshire South at Hollis Woods), including a detailed recap of the land use process stages (annexation, zoning, preliminary plat, final plat). The commission reviewed compliance with city code regarding necessary certifications, title reports, and required improvements. A condition was placed on the recommendation to the City Council that final approval is contingent upon the installation of required street lights, as the developer awaits installation by the electric company.
