The proceedings involved two distinct parts: convening as Planning and Zoning and convening as County Commission. As the Planning and Zoning body, the commission approved a plat for Aman first addition. During the County Commission session, the agenda was amended to include discussions on the Overby Property, the September Monthly Report, and action on the HSA Plan and Michelle Hirsch overtime payment. The commission approved claims, reviewed and approved salaries for officers and employees, and approved the minutes from the September 11th and September 23rd commission meetings. In Highway matters, approvals included work related to WEB water line open cuts, acceptance of the 5-year plan update, a raise for an employee, and a GFP contract for road maintenance. Approvals also covered adding a new member to the ROD bank account and allowing two ROD members to attend a Commissioner's Association meeting. The commission approved a bid proposal for the landfill building and an AIA document for the Jail. Two executive sessions were held: one for personnel matters, which failed to pass a motion regarding overtime work adjustments, and one for legal matters. The commission reviewed and approved the Auditor's accounts as of August 31, 2025, approved new state travel reimbursement rates, approved keeping employee benefits the same for 2026, and approved election training workshops for auditor staff. Finally, the new HSA rate for 2026 was approved.

The meeting, called to order by the Chairman, included approval of the agenda. The primary discussion point under Budget was the motion to approve the Annual Budget Adoption for the year 2026. There were no items listed under Old Business or New Business.

Key discussions and actions during the meeting included amending the agenda to add topics such as the salary of the Secretary Sheriff office, Treasurer Trust payments, a Highway Travel Request, consideration of the Rory Thompson Easement, approval of a new Everts Liquor License, and setting December meeting dates. The claims register was approved. Decisions were made regarding the purchase of a new CAT150 blade and the leasing of two tractors for the Highway Department, along with approving travel for the Town and Townships meeting. A water easement for Roy Thompson was approved, and a resolution was passed to transfer jurisdiction of 1,800 feet of 303rd Ave to the City of Akaska. The board approved the Highway Department staying on 10-hour shifts as long as the superintendent remains the same. Approval was granted for a monthly payment plan for a Treasurer Trust account and for several liquor licenses (Mobridge Country Club, Campground Lounge, Mudline Adventures). The Auditor requested and received approval for office closures in observance of Thanksgiving and Christmas. The Sheriff's office was authorized to sign contracts with Hughes County Jail for adult and juvenile holding.

The board convened and proceeded with standard business, including approving the agenda and claims. Key discussions and actions involved approving drain tiling for Robert Salverson, approving a Walworth County approach permit for highway matters, adjusting the Director of Equalization (DOE) salary to match other department heads, and motions to advertise bids for a 48x40 building for the Landfill. Furthermore, the commission voted to work with HKG to plan the construction of a 48-bed detention center and sheriff's office in Selby, SD. The Auditor presented a financial report as of July 31, 2025, and the board approved attendance for several personnel at the SD County Convention.

The proceedings began with the Board convening as the Planning and Zoning committee, where the agenda was approved, and a plat for Tract 6 & 7 Arbach Addition was approved. The County Commission convened thereafter, approving the agenda as amended to include a raise for Deputy James Ryan upon completion of probation. Key actions included the approval of all claims presented, the rejection of all bids for Landfill services due to exceeding cost estimates, approval of funeral assistance for case number F2025A1, approval of travel for Deputy Sheriff Barrett Wren for instructor training, approval of a $0.50 raise for Deputy Sheriff James Ryan after probation, approval of a right of way sign for Ladean Hettich, approval of travel for a local roads conference, approval of a governmental grant for the removal of an old fuel tank, approval of an Emergency Management grant, and approval of a budget adjustment splitting a $5,000 increase among senior centers and a corresponding decrease in the ambulance budget. The Auditor also received approval for a contingency transfer.
