This document presents the 2025 Urban Water Management Plan (UWMP) for the Ventura County Waterworks District No. 8 – City of Simi Valley. The plan acts as a roadmap to evaluate water supply reliability over a 25-year period, extending through 2050, by identifying and quantifying adequate water supplies from imported sources, groundwater, and recycled water. It details water demands under normal, single-dry, and multiple-dry year conditions, and outlines comprehensive demand management measures including conservation programs, public education, and water waste prohibitions, all aimed at ensuring a reliable and high-quality water supply for its customers.

The meeting included the recognition of outgoing Youth Council members, Youth Employment Service Advisory Board members, Neighborhood Council Executive Board members, and Cultural Arts Center Foundation board members for their contributions and community service. Additionally, the Council presented an honorary resolution to the 2026 City Volunteer of the Year, Chaplain Bill Martin, for his service with the local police department and community outreach efforts.

The council recognized June 2026 as LGBTQ plus Pride Month and June 19th, 2026, as Juneteenth. Public testimony was provided regarding the importance of school resource officers in the local school district. The council approved the reappointment of the board president and a trustee to the library board. Additionally, a working group for school resource officers and crossing guards was established, with two council members appointed to represent the city. Finally, the council discussed the appointment of members to the ADA Paratransit Advisory Committee.

The Board of Directors held multiple special meetings to conduct closed sessions, which included discussions regarding the appointment of a District Manager, significant exposure to litigation, and conferences with labor negotiators representing various employee associations. Key business items addressed during the regular portion of these meetings included the approval of the 2026/27 appropriations limitation, publication of the preliminary budget, and review of operational budgets for the Activity Center. Furthermore, the Board authorized the solicitation of bids for construction projects, reviewed contracts for food and beverage concessions, discussed the District's mission statement, and approved land sale agreements with the Triunfo Water and Sanitation District.

The meeting included reports from city representatives regarding local developments, transit expansion, and freeway maintenance. Presentations were provided by the library on upcoming digital literacy events and by committee members on grant review processes and community outreach. The Council reviewed financial reports detailing profit and loss statements, including income from sponsorships and various operating and program expenses. Additionally, the council discussed and approved a recommendation for an appointment to the Ventura County Area Agency on Aging Advisory Council, and received updates on upcoming events and senior programming.
