This strategic plan for the City of Belleville serves as an economic development roadmap to advance the future of its businesses, non-profits, and residents. It is built around five strategic focus areas: Ecosystem, Property Development, Talent, Marketing and Business Attraction, and Business Retention and Expansion. The plan's overarching vision is to foster a vibrant, inviting, and recognized community that supports sustainable growth and economic opportunities through tailored strategies and regional collaboration.

The committee approved the purchase of a modular vehicle barrier system for event security and authorized a three-year contract for employee security awareness training. A five-year renewal for City phone system services was approved, and the committee voted to decline a state tourism grant due to site feasibility issues for the proposed market project. Furthermore, the committee approved the purchase of new vehicles for the EDPZ and Sewer departments, engaged a firm for arbitrage calculation services for outstanding bonds, and authorized budget amendments for prior-year project encumbrances.

The agenda includes the election of new officers and discussions regarding personnel, legal, and legislative matters, specifically a vacancy due to a resignation and an update on HB 5236. The meeting will also address library policies, property, equipment, and service updates, including a screening of The Librarians, a security grant, an EV carshare program, and window replacements. Additionally, the board will review library financial claims and consider items under fundraising, promotion, marketing, and old and new business.

The meeting includes a presentation on the results of the Belleville Hotel Market Study, as well as a discussion and possible motion regarding a development agreement for the remodeling project at 14 East Main Street. Additionally, the committee will discuss the Illinois Department of Commerce and Economic Opportunity 2023 Tourism Attractions and Festivals Grant and hold a general discussion between staff and ward representatives.
