The Town Commissioners of Pittsville introduced ordinances for consideration, including amendments to the Municipal Operating Budget for the fiscal years ending June 30, 2025, and June 30, 2026. The amended budget for July 1, 2024, to June 30, 2025, was reviewed, and final actual revenues and expenditures were determined for adjustment. The General Operating Budget, Highway User Revenue, Trash Removal Enterprise Fund, Stormwater Management Enterprise Fund, Water Fund Capital Projects Budget, Utility Operating Budget, and Police Budget for 2025-2026 were also discussed.

The Town Commission Meeting included discussion of the Treasurer's Report, which detailed the General Operating Balance and Utility Operating Balance. Legislative actions included the adoption of Ordinance #2025-03 and Ordinance #2025-04, both amending the Town's FY25 and FY26 Budgets. Jeff Willey was reappointed to the Board of Zoning Appeals, and Dale Littleton was appointed to the Town's Board of Elections. A formal Social Media Policy was adopted, and a proposal from Town Commissioner O'Brien on a Town Communication Plan was discussed. The Town Manager's Monthly Meeting Report included updates on legislation, board/commission appointments, code enforcement, citizen complaints, finance, planning/zoning, economic development, public works, water/sewer, personnel, and community activities. Halloween celebrations were announced, and Town Offices will be closed for Veterans Day.

The Pittsville Economic Development Commission (PEDC) meeting included a review of the Town Manager's monthly report. Discussions covered the WWT plant, its remaining allocation of 6 EDUs, and plans to increase capacity with upgrades and maintenance for the next 10 years. The USDA's pre-application approval status for the new plant was addressed. Updates were provided on Solomon's Village, with a goal to start construction in the fall of 2025, and the town's work on the appraisal for the Riccio property. The town is initiating inspections of rental units, starting with apartment projects, and auditing rental licenses. The possibility of the town taking over all inspections was discussed, with additional details needed on requirements from the County.
