The Board meeting focused on the reconsideration of 2018-2019 tax credits for the Summer Town Phase IV project, which was ultimately approved. The Board also reviewed the construction progress of the Central Police Precinct and discussed updates on various division reports, including Section 8 leasing trends, Family Self-Sufficiency program statistics, Guma Trankilidat occupancy, and the Section Eight Management Assessment Program (SEMAP) certification. Additionally, resolutions regarding fiscal year 2019 payment standards and utility allowance schedules were approved.

The Board of Commissioners discussed several agenda items, including the approval of the Fiscal Year 2020 Section 8 Housing Choice Voucher Program Utility Allowance Schedule and the Section Eight Management Assessment Program (SEMAP) Certification for Fiscal Year 2019. The Board also reviewed and approved multiple intents of award for various construction and rehabilitation projects, such as the renovation of public housing units, the construction of a community art center, and the construction of a community basketball court. Additionally, contract amendments and modifications were approved for various projects including the Isla Apartments complex rehabilitation and the upgrade of baseball fields. An update was provided on the Central Police Precinct project, and an intent of award was approved for independent financial audit services.

The board addressed the 2016 and 2017 audit reports, discussing internal controls and risk assessments. Significant approvals included a contract for the rehabilitation and upgrade of the Sinajana and Umatac baseball fields, a one-year extension for residential property reservation holders under the Asan Community Redevelopment Plan, the execution of updated declaration of trust documents for asset-managed properties, and the certification for the Section Eight Management Assessment Program.

The board approved the fiscal year 2018 Section 8 Housing Choice Voucher Program utility allowance schedule and the reasonable accommodations payment standards. Additional Low Income Housing Tax Credits were awarded to Summer Town Estates III, LLC. The board also approved contracts with Genesis Tech for kitchen and bathroom upgrades at Guma Trankilidat, and with Asia Pacific International for roof coating and exterior painting of elderly units. Additionally, the board reviewed construction issues related to the Sinajana Central Police Precinct project and noted the upcoming Astumbo 5-homes groundbreaking.

The Board discussed and approved a contract with Asian Pacific International for the renovation of six vacant units at AMP 2 and 4. The Board adopted a resolution to update procurement policies to align with both local and federal regulations. Furthermore, the Board authorized off-island travel for two Commissioners to attend the 2017 NAHRO Summer Conference and Commissioner Fundamental training.
