The Town of Buchanan is dedicated to providing essential services through quality-driven, citizen-focused, and fiscally responsible efforts, aiming to create a thriving, attractive, and safe community for living and doing business. This is achieved through five strategic directives: striving for organizational excellence, focusing on improving and maintaining infrastructure, sustaining strong fiscal health, supporting community and economic development, and safeguarding public health, safety, and welfare.

The Town Board meeting included discussions and possible actions on several key items. A special event application from PGI was reviewed, focusing on concerns from past conventions and conditions for the event, including noise and the timing coinciding with the Partisan Primary Election. The Hickory Park Master Plan was presented and approved. The board also discussed and approved a Letter of Authorization for Outagamie Road and awarded the bid for the Eisenhower Trail Project. Additionally, an Intergovernmental Agreement with the Village of Combined Locks for Reconstruction and Maintenance of Block and Debruin Roads was approved. The meeting concluded with a closed session to discuss employee performance evaluations.

Additionally, there was a closed session to discuss employment, promotion, compensation, or performance evaluation data of public employees.

The meeting included a roll call, pledge of allegiance, and public comment forum where no one spoke. The main topic was a 2026 budget overview, during which Administrator Brown provided a high-level overview of the Operating, Capital, and Stormwater Budgets. The Board discussed the budget and asked several questions to help prepare the executive budget. Future agenda items were briefly discussed, with the next meeting scheduled for November 18, 2025.

The meeting included discussions and potential actions regarding a landscape fee-in-lieu request from Keller, Inc., and the Hickory Park Master Plan, including gathering public input and considering adjustments to the plan based on survey results and comments from an open house. Also, there was a discussion about data centers.
