This Strategic Plan provides a framework for sustaining and enhancing North Carolina's military missions and installations. It outlines four strategic goals: supporting and enhancing existing military assets, increasing economic impact from the defense industry, improving quality of life for servicemembers and veterans, and ensuring legislative and agency coordination for military issues. The plan aims to position North Carolina as the most Military and Veteran friendly state, attracting new missions and economic opportunities while leveraging its unique capabilities.

The meeting included a presentation on the adverse effects of wind energy on North Carolina military installations, the environment, citizens, and the state economy, including a discussion of the Mill Pond Project and House Bill 484. A motion was approved to recommend drafting revised language for House Bill 484 to protect military installations from encroachment. An update was provided on Hoffman Forest, including discussions with the new owner regarding military usage and potential leasing opportunities. Updates were also given on Sentinel Landscapes, efforts to promote local food sourcing for military commissaries, and the establishment of farmers' markets on Camp Lejeune. The committee discussed priorities for BRAC, including resolving Hoffman Forest's easement, technical landing areas, maneuver areas, and maintaining land in agribusiness.

The committee meeting included discussions on firefighter/EMS letter, sentinel landscapes, military basic law enforcement training recognition, mapping efforts, Hofmann Forest status, Food & Fuel for the Forces program, PEDRO impact, and nominations for a new Committee Chairman and Vice Chairman. The committee also discussed its top three issues to bring to the Executive Steering Group and the need for a Committee member for the Working Lands Group.

The committee discussed community grants, budget updates, and NCMAC priorities. They also discussed Sentinel Landscapes, including a potential Military Appreciation Day. Wind power updates were given, and the committee discussed the military's position on wind power. The New Bern Military Alliance gave Religious Community Service money for homeless veterans. The committee also appointed a Vice Chairman.

The committee meeting included discussions on grant status, the Governor's budget, and the Regional Land Use Advisory Commission (RLUAC). The committee discussed the Seymour Johnson / Dare County Bombing Range JLUS, the Department of Defense OEA Grant Award status, Military Presence Stabilization Funds, and the Community Grant Program status. The RLUAC briefed the Committee on its purpose, membership, major accomplishments, and a need for budget assistance. The committee also discussed the Farmer Veteran Mentor Program and Sentinel Landscapes.
