The commission reviewed several land use and permit requests, including a subdivision at 400 S 3rd Ave W, a lot line adjustment at 1239 E Washington St, and the legal description for 1600 E Sheridan St. A proposal for a rooming house in an R1 zoning district was discussed along with a request for a shoreland excavation permit at 755 N Pioneer Rd, which was tabled for further consideration. Additionally, the commission approved amendments to the permissible uses list to include various conditional uses such as ambulance garages, apartments, and bed and breakfasts in R1 districts. Updates were also provided regarding ongoing city projects, legislative zoning matters, and the comprehensive plan steering committee.

The council discussed various operational and financial items, including the approval of a spring clean-up event, a study session request for the Comprehensive Plan Steering Committee, and several payments for utility services. The council addressed budget implications for the ambulance garage and building project, received updates from fire and police departments, and managed personnel matters related to the Park and Recreation Board. Furthermore, the council approved a letter of support for a minerals article, an in-kind service request for local schools, a ground lease agreement for the golf club, a project closeout report for airport reconstruction, multiple residential rehabilitation loans, and a special event permit for a farmers market.
