The Statewide Healthcare Innovation Plan (SHIP) is part of the State Innovation Models initiative under the Centers for Medicare and Medicaid Services (CMS). SHIP's goals are to improve health outcomes, improve quality and patient experience of care, and lower the cost of care for all Idahoans. SHIP is involved in seven goals, including transforming primary care practices into patient-centered medical homes, improving care coordination through electronic health records, establishing regional collaboratives, developing virtual PCMH, building a statewide data analytics system, aligning payment mechanisms, and reducing overall healthcare costs.
The meeting included updates on program funding, potential pilot programs with Community Health Emergency Medical Service units, and legislative efforts to create an emergency protective placement for individuals with neurocognitive disorders. Project Echo series was also discussed, focusing on training for healthcare professionals in brain health and dementia-related concerns. Topics included early diagnosis of dementia in women and minority populations, and different types of dementias beyond Alzheimer's disease.
The public comment session addressed the complex medical needs 1115 demonstration waiver and the section 1332 state innovation waiver. The 1115 waiver aims to provide Medicaid coverage to children and adults with complex medical conditions, improving access to consistent and comprehensive care. The 1332 waiver seeks to extend eligibility for financial assistance to maintain private market insurance coverage for Idaho residents with incomes below a hundred percent of the federal poverty level who are US citizens. Discussions included ensuring transparent processes, affordable coverage options, and the importance of mental health coverage.
