The Topsfield Master Plan 2024-2034 serves as a flexible roadmap to guide the town's growth and progress over the next decade. It is structured around five core themes: Preserving Historic and Natural Resources; fostering a Connected, Accessible, and Affordable Community; promoting Strategic Economic and Business Development; Bringing People Together; and Meeting Community Needs. The plan envisions Topsfield as a welcoming and vibrant small town, preserving its open spaces, agricultural character, and historic charm, while expanding housing variety, business diversity, and quality public services, all supported by fiscal responsibility and sustainability.

This Open Space and Recreation Plan for the Town of Topsfield serves as a roadmap to preserve the town's rural character and protect its environment by balancing open space and recreation needs with developmental pressures. The plan's strategic pillars include preserving rural and historic character, maintaining open spaces, enhancing and expanding recreational trails and their connectivity, protecting water resources and critical habitats, increasing ADA accessibility for open space and recreational facilities, public outreach and education, achieving greater energy efficiency, and reducing public and private water consumption. The overarching vision is to maintain the high quality of life provided by the town's natural and historic assets for future generations.

The ECDC Committee meeting included updates on the Business Social event scheduled for August 7th at the Barn at Meredith Farm, with discussions on invite replies and agenda items. The Town Administrator provided updates on the Home Grown Market, the shopping center sign project, potential new tenants for the Gift Horse Space, developments regarding the PetCo Building, plans for Alfalfa Farm to add a brewery/distillery, and the selection of a team for the 10 School Ave project, which will include a full-service restaurant and market. There were also discussions on the new trash contract, tipping fees, and options for trash and recycling barrels, as well as cardboard drop-off and composting.

The meeting included updates from the Friends of the Library and the Art Committee, with the latter planning to select new sculptures for the library lawn. The Music Committee discussed past and future performances. The budget and finances were reviewed, and the Director provided a report. Facility updates included the installation of a new generator and repairs to the HVAC unit and elevator. The trustees considered Gould Fund requests for painting, website preparation, lighting dimmers, and repainting light posts. A new Assistant Library Director was appointed. The board discussed funding for ADA-compliant front doors and agreed to schedule the next meeting.

The meeting included updates from the Friends of the Library regarding funding for a new water dispenser and preparations for their annual book sale. The Art Committee discussed the removal and replacement of the outdoor sculpture, the preparation of procedure information packets, and the search for new community members. There was also a discussion regarding the purchase of the owl sculpture "Great Adventure". Updates were provided on the AC project, elevator repairs, and generator maintenance. The members discussed fee-based databases and the Consortium's evaluation of a package deal. The next board meeting was scheduled.
