The council meeting included two primary proclamations. The second proclamation designated October as Small Business Month, with a focus on supporting local businesses through the pandemic and promoting the upcoming virtual business excellence awards gala.

The council meeting featured a proclamation for Organ and Tissue Donation Awareness Week, followed by a discussion on the impacts of COVID-19 on organ donation and health services. The council reviewed and approved multiple financial disbursement reports related to water infrastructure, landfill operations, road rehabilitation, and various equipment purchases. Additionally, the council addressed the 2020 asphalt and concrete program contract, deciding to defer a portion of the project budget to the following year due to the economic uncertainty caused by COVID-19.

The meeting was dedicated to the swearing-in ceremony for the newly elected mayor and city council members. The proceedings involved the administration of the oath of office to the mayor and each councilor by a judge, followed by the signing of the oaths. The mayor concluded the meeting by congratulating the elected officials and expressing optimism for the upcoming four-year term.

The council meeting addressed several action items, including the approval of general revenue fund disbursements. Additionally, the council approved a three-year partnership agreement with SaskPower to participate in an energy assistance program for income-qualified residents. Finally, the council discussed and moved for the purchase of a new robotic cutter for sewer main inspections, citing the need for more efficient asset management.

The meeting featured a proclamation for Emergency Preparedness Week and Safety and Health Week, with discussions on personal emergency preparedness. The Council received and filed the final report and economic impact model for the 2019 Western Canada Summer Games, and approved the distribution of the Legacy Fund to support local athletics and community programs. Additionally, the Council approved two sets of General Revenue Fund disbursements.
