Key objectives include fostering sustainable growth, promoting a strong and diverse economy, ensuring high-quality development, revitalizing the historic downtown, protecting agricultural and natural resources, enhancing mobility, supporting a diverse community, and encouraging energy conservation. The plan aims to achieve a high quality of life for residents by balancing economic development with environmental stewardship and community well-being.

The General Plan for Dixon outlines a long-term vision for land use and community character through 2040. It prioritizes preserving the city's small-town character, agricultural lands, and greenbelts while strategically managing new growth. Key focus areas include fostering contiguous development for efficient public services, expanding employment and housing opportunities, and protecting cultural and historic features. The plan also aims to reinforce Downtown as a civic center, develop high-quality corridors and gateways, and cultivate attractive residential neighborhoods with accessible services and vibrant commercial centers.

The City Council hearing discussed additional correspondence regarding the Dixon General Plan 2040 and its associated Final Environmental Impact Report (FEIR). Key topics included revisions to the FEIR concerning the Eastside Drain project, support for changes to the Corridor Mixed Use designation, and concerns from Old Town Neighbors regarding residential densities, public health and safety, and traffic density. The council also reviewed a letter response to the County of Solano regarding their comments on the General Plan.

The City Council meeting on May 18, 2021, focused on reviewing the Draft Dixon General Plan 2040 (GP 2040) and the Final Environmental Impact Report (FEIR). The council was expected to accept public testimony and comments, and adopt two resolutions: one certifying the FEIR, adopting a statement of overriding considerations, and adopting the Mitigation Monitoring and Reporting Program; and another adopting the General Plan 2040. The General Plan is a comprehensive update of the existing plan that incorporates changes to the policy framework and land use designations intended to guide development and conservation through 2040 and to comply with new State regulations.
