The comprehensive plan supporting analysis for the City of Richland focuses on guiding investments through strategy and policy to grow economic opportunities, build a strong and resilient economy, and ensure the economy is dynamic, prosperous, and equitable for current and future generations. It addresses key elements such as economic development, land use, housing, transportation, utilities, and capital facilities, ensuring internal consistency and compliance with the Washington State Growth Management Act (GMA). The plan aims to balance urban growth, reduce sprawl, enhance transportation systems, promote affordable housing, and encourage economic development while protecting property rights and natural resources.

The City Council ratified the application and acceptance of a Washington State Criminal Justice Training Commission Officer Wellness Grant. The 2025 Budget was amended to appropriate grant funds for the Richland Police Department's Officer Resiliency Program, with an increase in appropriation of $18,200.

The City of Richland Board of Adjustment considered and approved a variance application filed by KTS Construction Services on behalf of Michael Ferry. The variance allows for the construction of a handicap bathroom at the rear of the existing home, encroaching into the minimum rear yard setback. The approval is subject to specific findings of fact and conditions, including adherence to submitted building plans, ADA standards, and building codes, as well as a minimum distance from the rear property line.

The City Council approved an ordinance amending the 2025 budget to provide additional appropriations for several funds including the General Fund, Industrial Development Fund, Park Reserve Fund, Streets Capital Construction Fund, and Park Project Construction Fund. This includes accepting additional grant funds from the Washington Traffic Safety Commission, additional environmental testing, a temporary loan to the Richland Housing Authority, reengineering the outdoor space at the Richland Public Library, and transportation grants.

The City of Richland, Washington, is issuing limited tax general obligation bonds to fund upgrades to the city's solid waste facilities and related improvements. A portion of the bonds will also be used to refund certain outstanding limited tax general obligation bonds of the City. The ordinance fixes parameters for the terms and covenants of the bonds and appoints a designated representative to approve the bond sale terms.
