The commission held public hearings and a regular meeting to review several applications for Certificates of Appropriateness, including modifications to residential properties such as window and door replacements, installations of electrical equipment, signage, fencing, and landscaping improvements. Additional business included the review of new project applications, a presentation regarding the Litchfield Green traffic pattern proposed by the Connecticut Department of Transportation, and a discussion on the distribution of updated information pamphlets for new residents.

The board discussed communications regarding a LOCIP grant and approved a partnership with the Litchfield Patriots for a Revolutionary War monument plaque, as well as an application for a Memorial Day Parade and Ceremony. Approval was granted for the Litchfield Economic Development information booth on the green. New business included grant certifications, updates on FOI Inservice training, and the reappointment of a member to the Historic District Commission. Old business covered property boundary discussions, the codebook review, and committee updates on budgets, sidewalks, trees, and beautification. Additionally, the board approved a donation to the local ambulance association and the payment of outstanding bills.

The board reviewed several communications regarding flag displays, Department of Transportation project consultations, and sidewalk obstruction enforcement. Public participation included the approval of several event applications, specifically for a Revolutionary War monument dedication, an Independence Day celebration, a Fife and Drum performance, and the installation of hanging flower baskets by the Litchfield Garden Club. New business items addressed property boundaries and snow removal penalties. Ongoing committee updates were provided regarding sidewalks and budget planning. Additionally, the board approved computer updates for the Historic District Commission and authorized the payment of outstanding bills.

The meeting encompassed several key topics, including communications regarding the Historic Preservation Trust's request for facility use, website contact issues, and snow removal complaints. Public participation items focused on applications for the America 250 project, the Walk a Mile in Her Shoes event, and the Litchfield Marketplace on the Green craft fair. New business included a review of the annual financial report, a resolution to become a consultant for the HDC 106 Review, and planning for a joint meeting with the Town Board of Selectmen. Additionally, the Board discussed codebook revisions, the development of a 10-year sidewalk inspection and maintenance plan, and approved the payment of outstanding bills.

The commission reviewed an application regarding window replacement and amended the plans accordingly. Under public participation, a waiver was issued for an application to repair a front porch roof using in-kind materials. Additionally, the commission approved the appointment of a member to the Regulations Committee.
