This strategic framework guides Louisiana Tech University through 2030, aiming to establish it as an exemplar public institution in scholarship, teaching, and experiential learning, while championing leading-edge research and fostering economic growth through innovative partnerships. The plan is built upon four core pillars: Maximizing Human Potential, Advancing Transformational Learning, Fostering Innovation, and Enhancing Environments. These pillars focus on developing students' potential, supporting faculty and staff in research and scholarship, expanding institutional reach through partnerships, and cultivating engaging environments for the university community.

The meeting included a review of the fall meeting minutes from November 15, 2022, and announcements regarding the LLA 2023 Conference and the upcoming 75th anniversary celebration of the LPDDP. The council discussed updates to the Core Collection Title List and reviewed revised LPDDP Advisory Council bylaws. The council is seeking a Public Libraries representative and a Secretary. The Recorder of Documents presented a report covering accomplishments, challenges, and goals, including conducting depository inspections, collecting Executive Orders and Proclamations, revising workflows, expanding the Core Collection Title List, and staff development activities.

The council discussed the need for an Academic Libraries representative and a Secretary. Goals for the next six months include completing the Executive Orders and Proclamations digital upload project, delivering a presentation at the LLA 2024 Conference, producing a "State Docs 101" video, conducting more depository inspections, and updating the Recorder's manual and the Handbook for Depository Libraries. Staff development activities were also reviewed.

Information was presented about Louisiana Document Numbers (LADNs) and the potential addition of decimal points.
