This document outlines the Strategy Mapping Process, developed by the Governor's Office of Illinois in consultation with the Government Finance Officers' Association. The process involved creating strategy maps for seven statewide prioritized result areas: Economic Development, Education, Public Safety, Healthcare, Human Services, Government Services, and Quality of Natural, Cultural, and Environmental Resources. Results teams identified factors and designed strategies to achieve positive outcomes, guiding budget allocation for FY14 and enabling state agencies to focus on prioritized outcomes.

The meeting featured an overview of the work of the Illinois Sentencing Policy Advisory Council and its relationship to the Budgeting for Results Commission. The commissioners also conducted a review of the 2026 BFR Unit work plan, deliberated on the meeting calendar for the upcoming year, and reviewed potential presentation topics for future sessions.

The commission held a briefing on the Fiscal Year 2027 state budget, which included presentations on the BFR Unit's budget book chapters and interactive dashboard tools. Other discussion topics included an update on mandate legislation involving recommendations from the 2025 annual report, a presentation regarding the 2025 Sunset Act reports, and a progress update on the program assessment for Coordinated Specialty Care. Additionally, the 2026 meeting and hearing schedule was presented to the commission.

The agenda for the meeting includes updates on benefit-cost and program assessments, a presentation regarding coordinated specialty care for first episode psychosis, and a presentation followed by a vote on a public hearing topic. Additionally, the commission will discuss and vote on the format for a public hearing, receive a legislative update, and address new business and public comments.

This document, 'Quantifying Inequities for Illinois,' outlines significant healthcare disparities, particularly within Black populations in Illinois, and proposes a strategic framework for 'Budgeting for Results in Healthcare.' The plan advocates for key reforms including the elevation of health prevention and promotion to parity with curative care, the implementation of separate external and internal performance assessments for the Managed Care Organization program, the alignment of incentives through contractually predetermined key performance indicators, the fostering of culturally specific participation and service delivery, and the establishment of a robust system for the practice of public health. The overarching goal is to transition Illinois' healthcare system from an overwhelming focus on sick care to one centered on prevention, thereby mitigating clinical and financial inequities.
