The board discussed multiple action items including the request for funding and purchase of RRFB flashers and pedestrian flags, a paint sprayer for parking and curb marking, and replacement dog waste stations and bags. Additionally, the meeting featured an update on the Underutilized Right-of-Way Master Plan, which included a review of public workshop and online survey feedback regarding street end and alleyway improvements, as well as an overview of emerging priorities and future design concepts.

The council discussed the approval of a fee waiver for a park reservation and considered a resolution to destroy semi-permanent city records. A public hearing was held regarding a budget amendment for fiscal year 2026 to appropriate capital improvement funds. Additionally, the council reviewed a dark sky proclamation, approved a final plat application for property reconfiguration, and tabled a public hearing on proposed text amendments to zoning and subdivision regulations to allow for further evaluation of RV occupancy enforcement and permit logistics.

The City of Bellevue Common Council held a workshop to discuss the council's role concerning grant and bond funding, specifically in relation to the Springs Project. Presentations were provided regarding the legal and regulatory responsibilities of city council members, the management of municipal loan and grant funding, and the overarching vision for the springs development as a critical water supply project to reduce reliance on groundwater wells. Additionally, general guidance on municipal powers, public works projects, and the respective roles of the mayor and city council was reviewed.

The Mayor and Council discussed upcoming community events including the restoration of a historic fire hose hand cart and an open house for the downtown alley improvement project. The Mayor addressed issues regarding building permit fraud and scams targeting city residents. Council members raised concerns about the library levy, particularly the fiscal impact and a perceived lack of due process. Public comments were heard regarding property development and maintenance issues, specifically focusing on tree removal, floodway and riparian setback restrictions, and the use of city resources for private property work.

The committee meeting addressed various operational and planning topics. Discussions included updates on park maintenance projects, specifically the filling of a hole at O'Donnell Park, weed mitigation, and repairs to a sprinkler system. The committee discussed budget challenges for the upcoming fiscal year, plans for a stage improvement project, and upcoming park enhancements including sound panels for pickleball courts. Additionally, the committee reviewed the draft of the site management plan for the Howard Preserve and discussed the timeline for its presentation to the Planning and Zoning Commission and City Council.
