The resolution focuses on approving funding for the Erie 250 Grant Program. This program is designed to empower Erie's anchor institutions and grassroots organizations to host signature Semiquincentennial events throughout Erie County, in celebration of the 250th anniversary of the Declaration of Independence in 2026. The Erie County Gaming Revenue Authority has agreed to match Erie County funds in the amount of $250,000 for this initiative.

The meeting included a presentation by the Sisters of St. Joseph Neighborhood Network. The Treasurer's Report was reviewed and accepted. The Executive Director reported on funds coming into the region from the Commonwealth Department of Revenue, Infinite Erie activities, the PA Route 6 Alliance Conference, and the sale of Bliley Technologies to KYOCERA. The Board discussed and approved the appointment of the Executive Director to the Fly Erie LLC Board. The County Executive's Office provided an update on the creation of a County Authority for EMS.

The meeting included a presentation from the Early Learning Resource Center regarding an amendment to include Head Start dollars to YMCA. Maher Duessel presented the Fiscal Year 2024-25 Annual Audit. The Treasurer's Report highlighted an increase in interest income due to the strategy of investing in CDs. The Strategic Planning Committee discussed presentations from Mercyhurst University on the Venture Studio concept, East County Paramedics Association, and the Jefferson Educational Society regarding the War of 1812 Museum concept. County Council expressed support for the ECGRA board and staff, while the Executive Director reported on activities and the Auditor General's findings. The board discussed and approved an amendment to Resolution Number 14, 2025, and resolutions related to the Renaissance Block Program and Multi-Municipal Collaboration grant.

The meeting addressed the Treasurer's Report, including a review of the Budget vs. Actual and the draft budget for 2023-24, with discussions on personnel matters potentially requiring an Executive Session. The Strategic Planning Committee provided updates, and resolutions were presented concerning agreements with Erie County community organizations and municipalities for Parks, Fields, & Trails, as well as 2023 Beehive Recipients for Ignite Erie Community-University Engagement funding. The board also discussed and approved the insurance renewal at an increased cost. Additionally, there was a resolution to adopt the 2023-24 budget, resolutions to enter into agreements with Erie County Special Events Grants applicants, and a resolution to approve the employment contract of the Executive Director.
