The City of Kenmore's 2024 Comprehensive Plan provides a 20-year vision and long-range goals for the city's future development and policy decisions. It focuses on fostering an equitable, inclusive, sustainable, and resilient community through strategic elements such as land use, downtown revitalization, community design, and natural environment preservation. Key priorities include enhancing quality of life, promoting diverse housing, improving multi-modal transportation, and identifying cultural resources, all while supporting a vibrant, pedestrian-friendly downtown and practicing environmental stewardship.

The council discussed and approved several items, including updates to the municipal code and the Parks, Recreation, and Open Space element, as well as standards for indigent public defense. Various contracts were authorized, including those related to environmental services, infrastructure construction, property acquisition for conservation, and stormwater system maintenance. A public hearing was held for ordinance amendments concerning interim regulations for parcels near Swamp Creek. The council also affirmed its commitment to supporting immigrants and refugees, received reports on a regional community and aquatic center project, and initiated research into affordable housing development options. An executive session was conducted to discuss potential litigation.

The retreat focused on establishing council goals and priorities for 2020 and 2021. The Planning Commission discussed the regulation of Corner Stores and Accessory Commercial Units, specifically regarding location, maximum size, operating hours, parking requirements, height restrictions, sign regulations, setbacks, and potential open space or outdoor seating amenities. The Commission also addressed occupancy codes, the distinction between home-based businesses and small-scale retail, frontage improvements, and potential restrictions on specific commercial uses such as dry cleaning or car repair. Additionally, the commission voted to cancel the upcoming scheduled meeting.

The City Council meeting addressed several business items, including the adoption of a resolution affirming resident rights and the acceptance of grant funding for a sidewalk replacement project. The council held a public hearing for a temporary use permit for an interim public works shop and subsequently approved the permit. Additionally, the council adopted the 2026 Fee Schedule and engaged in a discussion regarding recommendations for STEP housing regulations, covering topics such as zoning, good neighbor agreements, and parking requirements. The council also reviewed the third quarter 2025 financial report.
