The Council discussed and approved preliminary rate resolutions for solid waste and street lighting services. Ordinances were addressed regarding unauthorized use of water, the disposition of abandoned vehicles, and parking regulations. The Council also approved a professional services agreement with GSG for the American Rescue Plan Act, a contract with KTH Architects for a fire station remodel, and an extension for a vacant land contract with Creighton Companies. Additionally, the Council selected finalists for the City Manager position to proceed to final interviews, discussed potential adjustments to the agenda regarding public comments, and received updates on budget figures and future hazardous household waste disposal events.

The City Council held a public hearing to discuss and adopt the final operating budget for Fiscal Year 2025-2026. The operating budget of $72,665,600 is allocated across the General Fund, Enterprise Funds, and Special Revenue Funds. The first substantive issue discussed was the announcement that there was a 0.0000% change from the rolled-back rate of 4.6381 required to fund the fiscal year 2025-2026 operating budget. The City Council adopted the Fiscal Year 2025-2026 Operating Budget and authorized the City Manager to oversee the financial management of the City and to make transfers within departmental groups as necessary.

The council meeting included presentations by the Police Chief, a consent agenda covering meeting minutes and proclamations, and Local Planning Agency items addressing comprehensive plan consistency for various projects and code revisions. Public hearings were held for ordinances amending the Comprehensive Plan and establishing an Open Container Ordinance.
