This document outlines Carson City's collaborative process to develop its next strategic plan, defining the community's vision and priorities for the upcoming five years. It emphasizes engaging residents, businesses, community organizations, and stakeholders in this important work.

The commission reviewed and discussed the proposed Fiscal Year 2027 budgets for the Regional Transportation, Transit, Street Maintenance, and Street and Highway funds. The session included a presentation on the North Carson Complete Streets Feasibility Study, which covered project progress, draft survey questions, and upcoming outreach activities. The commission also considered and approved amendments to agreements for the Lompa Multi-Use Path Project and the District 3 Fairview Drive Preservation Project, including adjustments to construction funding and authorization for future administrative amendments. Additionally, reports were provided regarding the Transportation Manager’s updates, street operations, and control systems.

The committee discussed and took action on electing a chairperson and vice-chairperson. They also reviewed and recommended for approval to the Board of Supervisors the tentative fiscal year 2026 budgets for the Wastewater Fund, Water Fund, and Stormwater Utility Fund, focusing on revenue projections, salary and benefit increases, capital outlay projects, and financial policy compliance. Additionally, the committee held a discussion regarding personnel updates, project planning, grant funding, water quality testing, water loss trends, and the status of utility infrastructure projects such as the Quill Water Treatment Plant upgrade and the Bowers Lane Storm Drain Project.

The commission held a discussion and presentation regarding the operations and management of the Eagle Valley Golf Course by Duncan Golf Management. They considered and moved to recommend naming the Route 395 Multi-Use Path as the Glen Lucky Pathway or Lucky's Lane. Additionally, the commission received a Trails Coordinator report on various trail projects, engaged in a discussion concerning the department's Fiscal Year 2026-2027 budget request and funding priorities, reviewed updates from the Parks and Recreation Director regarding department facilities and projects, and received updates from the Carson City School Board liaison.

The meeting included a presentation and discussion regarding the draft Unified Planning Work Program for fiscal years 2027 and 2028, focusing on federal funding administration and project planning. The Board approved the distribution of federal Surface Transportation Block Grant funds to support the Curry Street Complete Street Improvement Project and the District 3 - Fairview Drive Preservation Project, and directed staff to pursue the allocation of remaining funds. Additionally, the Transportation Manager provided reports on ongoing transportation coordination, and the Nevada Department of Transportation discussed regional traffic initiatives, including the Safe Routes to School program and traffic management strategies in the Washoe Valley and Lakeview areas.
