The plan also seeks to improve air quality through alternative transportation modes, support other local plans, avoid service duplication, and market transit opportunities, ultimately enhancing mobility and quality of life for residents, especially the elderly and disabled, in a community facing demographic challenges like an aging population, low income levels, and significant commuting needs.
