It details planned expenditures across various categories including Transportation Facilities, Public Safety Vehicles and Equipment, Emergency Communications System Equipment, General Government Buildings, Public Works and Fleet Vehicles and Equipment, and Park and Recreation Facilities. The plan itemizes specific projects and their annual financial allocations within this timeframe, totaling over $24 million in projected investments.
This small area plan and transportation study, developed in partnership by Cherokee County, the Cherokee Office of Economic Development, and the cities of Woodstock and Holly Springs, aims to reduce congestion, improve safety, and enhance connectivity around the I-575 and Sixes Road interchange. The plan details transportation network recommendations, identifies development opportunities, addresses engineering and environmental considerations, and proposes bicycle and pedestrian improvements. It also outlines project costs, funding opportunities, and a phased action plan for implementation to support future growth and development.
The Planning and Zoning Commission meeting addressed several key items. These included public hearings on an annexation and rezoning request for a self-defense training center, and appeals of notices of violation and fines for soil erosion and sedimentation control violations at multiple properties. Discussion also included tabling the adoption of the Official Holly Springs Zoning Map and a discussion of dark sky requirements related to lighting.
The Parks & Recreation Committee discussed quotes for improvements and maintenance at Barrett Park, deciding to revisit the quotes in November after gathering more information. A quote for surveillance camera installation in several parks was recommended to the City Council for consideration. Quotes for improvements and equipment at J.C. Mullins Park were also discussed, with a plan to gather additional quotes and continue the discussion in November.
The committee discussed amending the Alcohol Ordinance. The consensus was to not expand the number of liquor store districts and to maintain beer and wine delivery and pickup regulations in accordance with state law.
