This Redevelopment Plan outlines goals, objectives, and initiatives aimed at strengthening communities, empowering businesses, and elevating the city's future. It focuses on five key areas: Economic Development, Public Improvements/Infrastructure, Housing/Residential Development, Transportation, Transit & Parking, and Redevelopment Support. The plan seeks to achieve these goals by fostering economic growth, improving public infrastructure, expanding housing options, enhancing transportation, and providing tools and regulatory frameworks for implementation, ultimately benefiting residents and businesses.

The Special Magistrate heard several code compliance cases regarding property violations including accumulation of garbage, lack of business licenses, and unauthorized outdoor storage. The hearing addressed lien reduction requests based on financial hardship, property owners' efforts to reach compliance, and verification of property addresses for notices. The magistrate ruled on various code violation cases, approving administrative fee assessments and compliance deadlines.

The meeting included a presentation ceremony recognizing city employees for National Procurement Month and honoring a police officer with a Life Saving Award. During the council meeting, a public comment session was held, featuring discussions on cultural recognition, specifically regarding Haitian Flag Day. Additionally, a presentation was delivered regarding the city's local activation and involvement in the FIFA World Cup 2026.

The council discussed the adoption of the City of Homestead water and sewer master plan, focusing on infrastructure needs such as gravity and force main prioritizations, water main upsizing, and the potential expansion of the wastewater treatment facility to enhance financial control and reduce wholesale rate dependence. Additionally, the council reviewed the transportation master plan, which outlines a 20-year strategy to enhance mobility, improve roadway connectivity through capacity and intersection improvements, and prioritize projects associated with multimodal impact fees.

The Special Magistrate hearing addressed multiple code compliance cases including illegal tree removal, construction without proper permits for external doors, and non-permitted structural additions. The Special Magistrate reviewed evidence for various citations, granted extensions for compliance where requested, and issued rulings involving civil penalties and administrative fees.
