This document details the Council Bluffs Community School District's plan for utilizing Elementary & Secondary School Emergency Relief (ESSER I, II, and III) funds. The plan is structured around four primary goals: improving academic achievement, ensuring graduates are future-ready, enhancing and maintaining learning facilities, and ensuring each student is supported and connected. Key priorities include strengthening universal instruction, supporting struggling learners, enhancing Plus One Pathways, launching a virtual academy, improving access to instructional technology, responding to system-wide COVID-19 disruptions, making buildings pandemic-ready, and supporting students' social and emotional well-being.

The Facility Master Plan for the Council Bluffs Community School District outlines strategies to ensure well-maintained facilities and address maintenance and improvement needs efficiently. The plan provides a detailed assessment of school district buildings, including their current condition, capacity analysis, categorization of priorities (critical, necessary, beneficial, future), and estimated costs for a 1-5 year timeframe to guide strategic resource allocation.

The mission of the Council Bluffs Community School District is to ensure all students graduate with the necessary knowledge, skills, and character to become responsible citizens and succeed in an evolving world. This is achieved through the creation of a leading-edge, inclusive educational system that offers challenging expectations, diverse experiences, engaging curriculum, and innovative teaching within a collaborative and caring community. The mission is further supported by specific belief statements and student learning strategic goals.

The meeting included a session on Board Development, specifically continuing the discussion on 'Leadership for Student Learning'. Additionally, the Board reviewed and discussed the budget for the 2019-2020 school year.
