This document provides a Q4 progress update for the 2022-2026 Council Priorities Plan, outlining the District's strategic direction and ongoing initiatives. The plan focuses on key areas including Community Building & Planning (addressing housing, infill development, and service optimization), Livability (infrastructure, parks, and fire safety), Transportation (active transport and transit access), Climate Change & Environment (urban forestry, GHG reduction, and erosion prevention), Diversity & Inclusion (website, public engagement, accessibility), and Truth & Reconciliation (collaboration with First Nations and cultural training). The overarching aim is to enhance community well-being, sustainability, and equity.

This document serves as a Council Project Sign-Off for the initiation of two strategic plans: the Corporate Climate Action Plan (CPP #36) and the Community Climate Action Plan (CPP #35) for the District of Oak Bay. The Corporate Plan focuses on reducing municipal operational greenhouse gas emissions through building energy performance, fleet electrification, waste reduction, and embedding sustainability in processes. The Community Plan aims to reduce community-wide emissions by understanding the current climate context, engaging with stakeholders and First Nations, setting specific targets, and integrating climate resiliency and adaptation planning. These plans collectively seek to establish a realistic and timely roadmap for climate action, ultimately contributing to the long-term sustainability and resilience of Oak Bay.

This final report reviews the District of Oak Bay's 2011 Active Transportation Strategy, identifying and prioritizing incomplete pedestrian and cycling infrastructure projects. It assesses existing policies and proposes updates, including modernizing end-point facilities, updating parking bylaws, and removing maze gates. The document outlines a 5-year implementation strategy to improve safety, comfort, and accessibility for all users and foster a culture of active transportation within the District.

The District of Oak Bay Pedestrian and Sidewalk Master Plan provides a comprehensive roadmap for enhancing the community's pedestrian network. The plan aims to improve the pedestrian experience and connectivity with other transportation modes, addressing issues such as sidewalk quality, vehicle speeds, and accessibility for diverse users, including school communities and those with mobility challenges. Key strategies involve implementing traffic calming and control measures, enhancing signage and pavement markings, widening sidewalks, and creating pedestrian-friendly spaces to ultimately improve safety, comfort, enjoyment, and navigability within Oak Bay.
