This document outlines the Authority's goals and objectives for the 2025-2026 fiscal year. The strategic plan focuses on three main pillars: securing organizational safety and soundness through risk identification, ethical collaboration, cybersecurity awareness, and fraud prevention; fostering equitable access to affordable and sustainable housing by implementing strategic initiatives, facilitating financing, and providing mortgage and revolving loan programs, particularly in Escambia County; and ensuring the stewardship of Authority infrastructure by optimizing workforce capabilities, developing succession plans, and maintaining compliance and safety standards.

This document constitutes the Escambia County Housing Finance Authority's report on its achievement of goals and objectives for the fiscal year 2024-2025. The strategic direction is structured around three main pillars: securing the safety and soundness of the organization through risk identification and emphasizing ethics and training; fostering housing markets that promote equitable access to affordable and sustainable housing by advancing equity and facilitating supply; and ensuring stewardship of the Authority's infrastructure through strategic investment and cultivating a high-performing workforce. The plan aims to maintain the long-term ability to provide necessary services for affordable housing in Escambia County.

The approved budget includes income from issuer fees, multi-family development programs, urban infill programs, TBA programs, second mortgage satisfactions, and interest income from various sources. It also factors in net realized and unrealized gains, other income, and funds from reserves. Expenses cover salaries and related benefits, legal, accounting, and advisory fees, general operating and administrative costs, travel, depreciation, memberships, educational conference fees, bond issuance costs, TBA S/F loan program COI, multi-family development expenses, urban infill program expenses, grants/mini homes, and non-amortizing second mortgages. The budget also accounts for net realized and unrealized losses.
